What is a Change Proposal?

A Change Proposal (CP) in construction is a formal document that outlines a contractor’s response to requested changes in a project’s contract. These changes may involve modifications to the contract sum, timeline, or project scope, generally initiated outside the original terms or change clause. When a project owner, architect, or construction manager requests a change, the contractor submits a CP detailing the costs, time adjustments, and resource impacts of implementing that change. This proposal is then reviewed, negotiated, and either accepted or revised, depending on the stakeholders’ agreement.

CPs help ensure transparency and alignment among all parties in a construction project. By providing a structured document that breaks down costs and timelines, CPs allow both the contractor and the client to understand the impact of proposed adjustments on the project’s budget and schedule. This process ensures any deviations from the original plan are well-documented, justified, and agreed upon, minimizing the risk of misunderstandings and disputes down the line.

The Purpose and Process of Change Proposals

Change Proposals serve to clearly communicate the effects of project modifications, giving clients a detailed overview of potential impacts on the project.
